Transfer data to new hard drive

How do I Tranfer data from old hard drive to new hard drive. I have the EZ-connect cable to transfer my data, but do I transfer my data before I install new hard drive or can I transfer after? I have backed up all data to a external WD my passport for Mac hard drive

You'r choice you can boot to the old drive then restore/clone to the new, OR install the OS on the new drive and use migration assistant app or restore from backup.
