If it does not come on with a fully charged battery or with battery and charger or with just the charger, then the problem is internal.

However,  per your discription, it might be that the battery is discharged and the charger is defective. That would mean the laptop has no power to function.

It might be a bad charger, or it might be a bad connection on the charging port, or it might be a problem with the internal power circuit.

Measuring the voltage at the charger plug will give you some indication. If the voltage is not approx. what is specified on the adapter, it is a bad charger.

BUT it mught not be able to handle the load when plugged in. Best test is to plug into another computer or use one from another computer.

If you eliminate the charger as the problem, and the battery as the problem, then it is internal. That will require some technical skills to open it up and troubleshoot.
