If Win10 is installed in the laptop try the following and check if it resolves the problem.
Turn on the laptop and when it boots into Windows, press and hold the Power button operated until the laptop shuts down.
Do this 3 times in a row i.e. ''Start >boot > force stop >start > boot > force stop > start > boot > force stop etc.''
On the 3rd attempt it should boot int the Windows Recovery Environment menus.

If it doesn't get into the WRE menus, create a Windows recovery USB disc. You can create the recovery disc from any known working Win10 PC. All you need is a 16GB USB flashdrive and 1-2 hours of time. In the host PC go to ''Control panel'' > ''Recovery > Create a recovery disc'' and follow the prompts.
Once you have the USB recovery drive, insert it into the laptop and start the laptop and then quickly press F12 and change the boot order to USB as the 1st boot option.
The laptop should boot from the USB drive into the WRE menus. Follow the procedure as outlined above.
