Is the continuity test suitable for sweeping IC pins?

Looking to buy my first multimeter. I have access to an old RadioShack multimeter that struggles with continuity, often taking a full second or more before beeping when the probes are shorted. I am looking for a multimeter for home projects and small repairs/tinkering so accuracy isn't necessarily my top concern, but responsiveness is as it will help reduce uncertainty and be more enjoyable to use.[br]

If I quickly drag the probe across IC pins, will it:[br]
A. Beep if a single pin is shorted to the other probe (not likely to miss a short)[br]
B. Be reasonably noticeable to the average person. (loud beep on quick short)[br]
[br]
I don't need it to be latching, just reasonably usable for this use case. I have used multimeters very briefly and am basically completely new to the hobby.
