Yes, you can take the cooler off and remove the thermal paste, then re-apply some new thermal paste.
But however, 66 degrees celcius is fine. 110 is pretty high, but when did it hit the 110? What does the monitoring tell you? Do you have screenshots?
Also, returning it for warranty is fine. Unless you broke or damaged something or removed any warranty void sticker.
