If you don't know what tools you need, or if you don't have them, and you have never done mechanical repairs, before, I would suggest that you take it to a mechanic.
You would need to dissassemble the wheel hub, while the car is jacked up. You would need quite a few expensive tools. It can also go horribly wrong if it isn't done right. I don't know what the problem is with the brakes, but I would suggest that you don't do it. If the brake isn't perfectly aligned, you could have a loss of braking power on that wheel and end up swerving when you brake, you could wear out your brake pads, there's many ways it can go wrong.
