Adding this comment for anyone else who has same problem, but I replaced the crystal oscillator per a suggestion that worked for someone else.  It did indeed work.  I have no explanation for why replacing it fixed the problem as seeing how the crystal oscillator is critical to the power circuit but anyway it worked.  Found the part here if anyone needs it.  It's a quick fix with a soldering iron.
