If it does then a 3rd party app¹ is the cause of the problem. The trick is to find out which one. You will need to uninstall each 3rd party app, one by one, and test the phone in normal mode to see if the WiFi works OK or not. When it does then the last 3rd party app that was uninstalled was the culprit.

Also if there's a Google or Samsung Account associated with the phone, then you need to know the User ID and password for the account so that you can setup the phone again after the reset has been done. This is due to the FRP lock (factory reset protection) that was enabled by the reset.
If the factory reset resolves the problem you can restore the data to the phone from the backup that you made previously using the phone's restore option in Settings.
