The CPU is not on the [https://www.asrock.com/mb/AMD/B550M-HDV/#CPU|supported CPU list] for the motherboard, so maybe it isn't compatible.

These lists are not always totally accurate but since it doesn't work and the other motherboard didn't either with the CPU it could be that the CPU is also faulty.
