I had the same issue, and I believe the problem lies in the opening process. The missing components are located very close to the edge of the bottom cover, and if you use something—even plastic tools like those from iFixit—to pry it open in that area, you can easily knock off one of those tiny components. In my case, just one part is missing, but that’s enough to prevent the network card from getting power.
So, be careful when opening your T480s, especially on the oposite side of the fan openings!

Easiest fix is to sacrifice one USB A port to use a usb wifi adapter like the TP Link Archer TX10UB Nano. It's small enough to remain in the machine at all times. [br]

Alternatively, there might be an adapter to replace the wan card (if still functional) with the wifi adapter
