@yozid two things that come to mind. First a bad battery, consider replacing the battery. A depleted battery can no longer be charged. A bad battery should not prevent your computer from coming on, if it is connected to the AC adapter.

After that it i possible that you are having issues with charging circuit on your motherboard. If a new battery behaves the same way, then it is time to take a really close look at the motherboard. For that, we would need to A. know the exact model of the board. It'll be written on it (most of the time it is printed on the side that aces the keyboard) B. we would need to see your motherboard, both sides.
