It relies on steam pressure to operate the cutoff switch, so any gaps around the filter in the spout will prevent it from working. Take out the filter and clean off any limescale around its edge and on the inside of the spout where it sits to improve the seal. It's essential that it clicks correctly into position - quite fiddly to get right.
