Being off by 28 minutes is weird, but I would try to follow the steps in this video just in case:

There doesn't seem to be a way to manually change the time by a certain amount, but changing the time zone to something else, saving it, and changing it back may work and reset the time. Otherwise, try to:
* Log out of the Fitbit app, and then log back in before syncing again.
* Ensure that Bluetooth is enabled on your phone and that your Fitbit device is properly connected.
* Restart both your phone and your Fitbit device.
* Try uninstalling and reinstalling the Fitbit app
