I had the same problem.

Had to put the old drive back into the computer and make a bootable SD card (following this very helpful video here https://www.youtube.com/watch?v=AUOx0b3YjlI&t=321s), put the new drive back in the computer and install the OS onto the new drive with the bootable SD, then I was able to get it to see the Time Machine back up and get it working.
