Are you getting an Orange light when charging and a Green light when 'fully charged'?
Try carefully disconnecting the battery and then plugging the charger as this should auto boot the unit, this may help to eliminate any issue with the board that are not battery related. Go over again the guide for [guide|38382] and ensure that the battery connection on the board is not damaged in any way as the pins can get squashed to the side which will cause a failure in charging and power distribution, and also all the other connections are firmly in place, especially on the I/O board and the track pads connecting cable as this would stop the power on button from functioning.
