If your two bolts are out in the open, you can use what's called an extractor socket to bite into the head of the bolt to pull it out then replace the bolts. You can also try tapping on a socket smaller than the initial bolt size, metric or standard and seeing if that will bite, but I would recommend using an extractor socket.
