@ryn30349 unlikely that any of this "wouldnt allow apps to work so did factory reset and smart hub reset and now it wont go past the Terms and Conditions download part." relats to the hardware. If anything, this does appear to be either a firmware issue or a network issue related. Your hardware is not smart enough to stop at the "Terms and Conditions download part"
Give us all the details of what you have tried. Double check your network, make sure you are connected. Besides resetting your TV network I would also reset the one that your TV connects to.
