Here's the [document|41328] which I think is for your motherboard. The motherboard model number is shown on the board itself if you wish to verify.
The area you posted an image of is on p.58 (search for PL103) and also p.59 (search for PR317).
The spark may have come from the capacitors connected near to PL103 and PL104, discharging. The same for PR317.
As for why it doesn't start, you may have to check each of the power rails to find out if all the voltage supplies in the laptop are there and are OK. See p.3-p.4
