Enable the ''Install Unknown apps'' setting and check if that resolves the problem.

Go to ''Settings > Apps > Special App access > Install unknown apps >'' select where the .apk is located e.g. Chrome, Drive, Files by Google or Gmail > turn on ''enable from this source''.
