I have measured the Joy-Con Strap rail screws as ***JIS00*** ***M1.4***x***6mm*** ***Thread Forming***. PH00 should work if your drive kit does not have the J set. Hope this helps.[br]
The closest screw I found on McMaster-Carr is 96817A800 with the key difference being the head is 0.45mm thick and 3.25mm in diameter.

+Being a thread-forming screw, be sure to slowly drive the screw in reverse until you hear/feel a subtle 'click' as the screw settles into its previous threads, then you can drive it in to avoid creating new threads.
