This is most of the time caused by a broken/bad Wi-Fi chip.

Unfortunately for a Nintendo DS Original, you need to de-solder it from the motherboard.

Do you have any soldering experience? If not, you could replace the whole motherboard or ask a local repair shop to de-solder it and solder a new one in.
