@leximyers this sounds like a BIOS issue since it starts right at the splash screen. Start off by turning your computer off and disconnecting all peripherals. REmove the power adapter. Next push and hold the start button for about 30 - 60 sec. Now plug your power supply back in and start your computer. See if that changed anything.

Next you will need to check if you can still enter the BIOS. Turn your computer off. Next turn it back on. Immediately and repeatedly press F2 or (Fn+F2). Accessing the BIOS may take multiple attempts. If you can still access the BIOS, try to change the boot order and use a bootable USB drive etc. See if that makes a difference.

If you can't, then the issue could be a failed BIOS. Let us know what you find out.

You did not tell us why you did the reset. You mentioned that "hopes it would be better" but did not tell us what it did. It may be an indicator of what has happened.
