Try removing the nozzle from the end of the tubing in the driver's side wiper blade and then try turning on the windscreen washer to see if water comes out of the tube.

If it does then the nozzle is blocked.

Use a thin needle to try and clear it.

I can't find a video etc for your year model, but here's a [https://www.gmforum.com/buick-172/no-squirt-windshield-washer-nozzles-303663/|link] showing a 2001 model Le Sabre washer nozzle problem that may help.
