Ok this has worked for me but it actually took longer than expected! I did the safe reset ( turn on the PS4 and keep holding the button for approx 10 seconds until you hear a second beep, then connect DualShock with USB ) and it didn’t work so I gave up and left it for like 5 min and then suddenly it connected to the TV! So you might want to give that a go
