So you have tried different test leads and no change. Have you replaced the battery or checked it's voltage with another meter? Do you have something of a higher known resistance that you can test for accuracy? I just looked at the Klein web site and the specs don't list a % accuracy for that meter. I just tried 3 different flukes I have and they will all bounce a little depending on the pressure you have on the leads. They do typically settle at less than an ohm when using clips on the leads. The best way to test this meter will be several known resistances, that will give you the true account of it working. You should always test your meter on some know resistances, and voltages to see how it responds. Also if you have auto ranging, try turning that off and manually select the range as auto ranging can bounce around a lot because even though you thing the leads are tight to each other, just a minor shift in holding can kick the auto range again.
