Short version: It is NOT the ice tray  that was the issue.  It was the water inlet valve

Long version:

I have an LG fridge that has the ice maker inside the lower compartment (freezer drawer).  The process was as follows: 1) water is poured into the tray. 2) once frozen, the tray turns around to dispense the ice.  Recently I had an issue where the ice would not dump.  Thinking it was the ice tray, I replaced it.  Btw, the manual/reset button works just fine.  The problem was that the ice would not dispense, and as more water builds up, the device gets stuck.

I found out that it was not the ice maker at all.  It was the water inlet valve.  This device was faulty because it would drip water little by little over the course of the ice making.  So what happens is that the first batch of water will freeze.  Periodically, more water will drip over and over before the ice get's dumped.  Then it would look like an "overflow" of water since the ice would go above the tray level and eventually freeze all the way to the spout that pours the water onto the tray.  Once everything is frozen, the overflow of ice will prevent the tray from rotating.  Thus, it would "appear" as though the ice is not dumping while in reality, more and more water builds up, preventing the ice tray from functioning.

Try replacing the inlet valve and that might solve the issue.
