If clean there may be a problem with the water inlet valve.
If dirty it may be the check valve on the outlet of the drain pump allowing water to siphon back in again.

Is the drain hose connected correctly to the drain pipe i.e. high loop in hose before connecting to the drainpipe above the p-trap or garbage disposal?

Is the dishwasher's drain hose connected correctly to the drainpipe i.e. high loop in hose before connecting to the drainpipe above the p-trap or garbage disposal and is the drainpipe draining freely?
If it has then there may be a problem with the check valve on the outlet of the drain pump.

What is the model number of the dishwasher?
Has it worked OK before?
If it has then there may be a problem with the check valve on the outlet of the drain pump.
