-Is the Fan on the CPU spining ? I had similar issues on a desktop version , HP, and was 1-2 shorted (VRM)mosfets(next to the 24pin plug on MB) , did not let the power supply power up the machine keeping it in protected mode because of the short on the MB , you can check for this with a Ohm,continuity mode , on the MB power24 pin entry. (or if it's stock pined PSU , witch I highly doubt , testing the PSU on a diffrent motherboard). - Can be CPU(or cpu socket)/RAM/pcie-slot related issues also, but usually those problems are visible.
