Won’t boot, no chime, no blinks

I’ve stripped down my machine (removed optical drive, all HDDs, GPU, RAM risers) turned it on and I just get a solid SIL lamp—no blinking. The diagnostic lights on the logic board indicate “STBY” (trickle power is good) and “EFI” (EFI is done loading). “PWRG” is off which I think is a problem. I’ve tested the molex connector and I get 12.17v on one side and 5.02v on the other.
-The reset button on the logic board does nothing. The fans run pretty quietly but I can’t tell if they’re at “max” or not.
