Horizontal lines are never a T-CON board issue by those are a Panel issue (Gate Driver COF) Your T-con board isn't smart enough to cause this. What you have is a driver board issue. Quick reminder, never cross connect the cables. The Left side is NOT a mirror of the Right side. You will shorten something out.

Also, the Left side is NOT a mirror of the Right side. You will shorten something out.
Try this again. Disconnect your power cord. Disconnect the Right Ribbon cable from the board where it terminates on, after the T-con board (that is your driver board (buffer board). Reconnect the power cable and turn your TV on. What do you get (specifics)
Next turn the power off, disconnect your power cord. Reconnect the Right ribbon cable. Disconnect the Left ribbon cable. Reconnect the power cable and turn your TV on. What do you get (specifics)
Once you are done with that. Take a picture of all the boards. (Focused and large) and post those with your Question. That way we can see what you see.
