Red blinking light on LED, PS3 fails to boot.

-I've recently got my hands on a PlayStation 3 with no hard drive. I formatted a 250GB Seagate drive to FAT32, and put [link|https://www.playstation.com/en-nz/support/hardware/ps3/system-software/|PlayStation's firmware update] onto the drive, yet the error keeps appearing on the LED, and the PS3 fails to boot. Opening the console, there is no sign of any damage to any of the components. The PS3 is a CECHK-01, with a DIA-001 motherboard. Using my test light on the motherboard shows that the motherboard is indeed still alive, even around the HDD ports. How would I go about fixing this issue?
