The orange light blinking is mostly caused by a faulty battery or that the battery didn't seat correctly.

F1 and F2 are fuses and you can try a continuity test on them to test if they are okay. They prevent the DSi from turning on.

I think this is related to the battery connector on the motherboard, as another battery failed too.
