You said that the spray arms turned when manually operated but check if they have moved during the wash cycle.
Place the arms in a remembered position i.e. front to back or side to side and then turn on the machine. Allow it to start washing and then open the door to stop the machine and check if they've moved from the remembered position or not. Be careful when opening the door that you don't get wet.
-If they have moved it still could could be either a faulty lower spray arm, (GE p/n WD22X33499 - does it feel wobbly?) or perhaps the bearing (GE p/n WD02X10169) on the upper arm has worn.
