Not populated means that there are no components to be placed. The reasons for that can be numerous but are related to the R&D of the motherboard. These parts are of no consequence to what you are looking for.

The attached "Repair Guide" is very incomplete and it is not searchable. That makes it very inconvenient since you really would have to look at component by component to find the circuit it belongs to. Yes, it can be used for power flow issues but not for what you need. The saving grace is your boardview. As you click on the component in the boardview, the reference designator pops up and it lists the values for the individual component.
