My Yamaha dx7 is not booting

My DX7 is not booting. All ican see is random characters on the 7segment display. The cmos battery voltage is fine.

I got a logic analyzer and i found a good square wave signal in the 4th pin (XTAL) of this ic no 13.

However, the 5th pin of the IC is always high. Does that mean the crystal is faulty? Or is it normal?
