You have asked a very general question so I don't know what aspect you are really asking about but here is one way.
The easiest way way is to use a USB flash drive with [link|https://www.majorgeeks.com/files/details/rufus.html|Rufus v4.50|new_window=true] which is very good freeware.
It will automatically make your bootable Windows installation drive. You will probably just want the Home edition of Windows 10.
Then bootup your laptop from the flash drive and install.
You may want a Microsoft account or not. Personally I avoid that like the plague and just do a local account. How turn off Wi-Fi or unplug the ethernet cable. In the later stages of the install just say no to all the Microsoft questions to keep their nosiness to a minimum.
