New battery at 100% but phone won't start

I've installed a new IFIXIT battery and it charged successfully, however the phone will not power on. When plugged it in the screen indicates 100% charge so there doesn't appear to be a screen issue (initial charge was 0%).  The repair also included a replacement of the charging port.
