Pretty sure it's the battery which is faulty (especially when you tried multiple chargers).
The battery need to be replaced, so it can charge normally again.
Ifixit has a great guide to replace the battery for the PS Vita: [guide|7990]
And the good news that it's very easy to do too!
Now, I don't live in the UAE, but I know that AliExpress do ship worldwide (yes, batteries will take a long time to arrive, but it is possible!).
