Check with Microsoft on [https://answers.microsoft.com/en-us/windows/forum/all/bi-initializelibrary-failed-0xc00000bb-on-black/a8889e67-300c-491a-965a-df087ab5cbe1|this error] Looks like rebuilding the Boot Configuration Data (BCD) might fix it.
