Theory wise, the control board requires a signal from the freezer temp sensor to run the compressor.

Then the control board supplies power to the compressor.

So, if there is obvious signs of power (lights), then either the control board is not getting a signal to start the compressor, (wiring or thermistor problem), the control board is defective, or the compressor or maybe a start capacitor on the compressor is bad.

I have found a number of control boards with bad capacitors.
