it seemy aour power button is not working. It is normal for many laptops to autostart afetr power reset which you do by removing cmos battery. If the button is fine, then it might be actually a much worst issue with RTC section in PCH. I seen this problem caused by bad ME region, so it worth upgrading bios if possible.
