+Option 1 is unlikely (but possible, most of the times the power supply will go in error at the moment).
I would go for option 2 first. Best thing to do is, to replace the fan when you are in there (just to make sure). And also replace the thermal paste. When you did that, and it's running fine then you are good to go. Otherwise you could try to replace the power supply.
