If you have not done a recent backup of your iCloud or Device you will not be able to recover the photos. if you have done a recent backup however you can restore from the backup via iTunes I will provide a link below with instructions on how to restore from a backup with iTunes. However unfortunately if you didn't set up any pervious backing up solution either with iTunes or Google,Amazon or other cloud based photo backup service and the photos were stored on the device alone they can no longer be recovered.
