Sounds like a bad thermal cutout. Think about it. It heats up, then stops, then starts again when it cools down. It should do the same thing if you just shut it off rather than unplugging it. - It probably thakes more than a few seconds. + It probably takes more than a few seconds. If you must unplug it and it really just takes a few seconds, then I would suspect the control module. Unplugging it is resetting it and it doesn't need to cool down.
