Try getting into the BIOS menus on startup before it boots into Windows and check if the problem occurs.
If it doesn't then try starting in [link|https://www.digitalcitizen.life/windows-11-safe-mode/|safe mode] (see Method #2) and check if the problem occurs.
If it doesn't happen in either situation mentioned above then it looks like it is software related and not a hardware problem.
Have you checked Task Manager → Startup to see what programs are loaded on Startup?
-Try disabling them one at a time and then starting the PC after each one have been disabled and check if the problem still occurs.
