Hi @crownedvariety
What is the model number of the air compressor?
Not exactly sure where you tested at but you may have to check the motor windings at the motor itself. (with the power supply wires disconnected from the motor terminals. Takes pictures before disconnecting to ensure that you replace them correctly)
Seems as though it may be a 3 phase motor and if so there should be continuity between, red-yellow, yellow-blue and red-blue.
Since there's no reading between red-yellow the winding may be open circuit.
-Here's a [https://gesrepair.com/how-to-test-motor-windings/|link] that describes how to test, better than I can that may help.
