As Nvidia asked already, we're confused as to what you mean when you say you changed the fuse, as the thermal fuse in your dryer will kill power to the motor, so it won't run at all, let alone fail to heat. There is a thermal cutoff that can also act as a fuse, along with a couple of other thermistors that can keep the dryer from heating.

+In addition, if it's an electric dryer you'll need to check the 230V power going to the dryer. That is made up of two 115V legs and if one of them is out but the other one is present the dryer will run but won't heat, so check your fuse box or circuit breakers feeding the dryer to make sure it has both legs have power.

The specific tests are going to depend on whether you've got a gas or electric dryer, since the heating system is completely different between the two and you haven't said which one it is.
