There are some ways.

Get a Thumbdrive 8GB or above

Find another PC and Download Create Windows Installation Media

Run the tool and select USB option

Allow the USB Installation media to be created.

Plug in the USB installation media and  Power ON the HP Laptop and keep pressing F9

Boot onto the USB Media

Allow the setup to be loaded

If you need to wipe the whole hard disk, just delete all partition.

and install on it.

Once windows setup is completed,

Use ***HP Image Assistant (HPIA)***

to download the correct drivers and bios update on your pc.

Run the tool and click Analyze

Allow for some time to capture system configuration

Select All List except HP Notification.
