Well. First thing is first. You're stuck on 5 Volts and drawing almost no current. Have you made sure that this isn't an issue with a bad part? I see it's back in the housing for this picture. These newer Macs can be weird about booting when some peripherals are not connected, but I would disconnect anything not vital for the Mac too boot and see if that changes anything (really the only things here I would consider necessary are the USB C boards, and maybe a battery (but only because these can be weird about booting when one is not connected). A display is nice as well if fans are disconnected so you can see if it's booting.
