If its battery only, you should be able to turn headset while its set up to charge (i.e. plugged into charger). Batteries are cheap and repair is mainly a matter of careful assembly/disassembly and soldering. But if there is off/on no response while on charger...

Overall if its not battery, your best economical and fast repair chance comes when combining parts of two Hesh 2 headsets broken in different ways to get one working headset. All other fixes except battery and simple broke solder joints are for hobby sake rather than practical economics. Physical USB charge port or charge management chip on same circuit board are otherwise not as easily obtained or repaired unless port solder joints just need re-soldering. New replacement circuit boards where USB port ripped copper mounting points is not that complex but it is time consuming and requires uncommon materials and skills.

Specifically, due to awkward charger port location, most charger cords lever the female USB port in headphone hard. So its actually more like to be physically broken female port or its solder joints before battery...unless you batteries by leaving charger attached forever. Broken solder joints are fairly easy to redo.  But finding a matching replacement headset USB port is less trivial and maybe not worth time required to research, purchase and make repairs. Worse you may need to kluge a workaround for physical mounting and electrical connections if the USB port ripped copper off the circuit board instead of breaking solder joint.  In general this will be a waste of time, as it will prove too fragile for more than a few charging attempts. Making

Worse non-OEM provided charge cords often have longer male plug lengths that can not only break the USB port -- but also end up eventually making cross pin connections as the USB port shell deforms sideways under pressure. So the chip that manages headset battery charging can be shorted out. Unfortunately that charging chip is far from universal or easily identified - likely not worth the total time to obtain and swap onto circuit board.
